Occasionally VERY long thinking times at levels 15-16

Description

There have been several reports of extremely long thinking times for a single move at levels around 15-16. We should collect examples of this, and analyzes what is going wrong.

In the attached game record GNU-WeakBot50k.sgf from the KGS computer go tournament in January 2007, GNU was near running out of time generating move 104 at level 16, spending 8.5 minutes on it.
