gtp_time suspected mismatch

Description

Connect GNU Go 3.7.8 to cgos.boardspace.net using the cgosGTP.tcl client

Reading the timing report, we have not the same time given by the cgosgtp client and the gnugo messages (-d0x4000000). The difference is only few seconds (between 3 to 10 depending on the game), but this is enough to lose on time :(

I suspect a mismatch in clock.c/play_gtp.c between official time, and estimated time.

This is a bug in cgosGtp.tcl, it issues incorrect time_left commands. See  http://computer-go.org/pipermail/computer-go/2006-March/004516.html.
