Description
Be more optimistic about timing when we are in the beginning of the game or of the byo-yomi.
This prevents gnugo from decreasing level too early, and then have unused time. (tested on kgs robots twinbot/twinbis, seems to work very well, the bot stay at level 10 even after a long thinking due to a fight)
Read the patch is better than my explainations.

After 05 March 2006 kgs tournament, it seems this patch is not so good. twinbot #104 lose on time against IdidotBot?, nearly random player(estimated 110k by its authors).
Some time/level tuning is needed for the twin, but normal gnugo is probably better without it !
So, close this ticket, and move the patch in twin for future improvements.
